Default Call forwarding

I have found several references to this problem but not a solution that works for me. I have set up a 2500 station with an x port for an employee that is in Mexico. The request is that when this number is called, it is forwarded on to his cell phone. This cell phone is dialed as an international number. I have tried a few things - first I tried to add a remote cover path. The cell phone number is 17 digits and there is only room for 16 digits on the line. Secondly, I tried to forward using the going off-net method. This did not work either; I get the error sound after I enter the forwarding number and press#. I checked the ARS table - anything beginning with 011 can be 11-23 digits. The number is not blocked. Is there any other solution or is this a no go? Thanks in advance.

you can use ars digit conversion

remote cover to 91234567890

ars digit conversion

1234567890 delete 10 and insert 0115255599654321
